What's the difference between "make a difference to" and "make a difference in"

The following are examples taken from textbooks:

These stories show that it is not necessary to be a politician, a celebrity or a millionaire to make a difference in society.
According to the text, celebrities and millionaires can’t really make a difference to society.

Perhaps its that the first example is of people within society making a difference,
rather than a person of given stature affecting society because of that stature.
