Ambas son fórmulas correctas para expresar Is it correct to say...?.

However, I'd pick the first one if I wanted to check the correctness of, for example, something that I find already written in an article: ¿Está bien dicho esto que ponen en titulares: «...»?

I prefer the second phrase when I try to learn a new -- and correct -- way to express something: ¿Está bien decir «...» cuando saludo a alguien que no conozco?

The difference is so subtle that I don't recommend you to care about it. Use them interchangeably if you want to.

Hola, quisiera saber que cuál es correcto, "está bien dicho" o "está bien decir", para decir "Is it fine/correct to say..." en español.
